The paper aims to explore the guiding significance of trust building theory in sociology to the design of rural public services and the trust-based design thinking for rural public services. The study divides trust in design of rural public services into two tiers, namely interpersonal trust between users and trust between users and organizations from a new trust-based perspective in design thinking, and proposes trust-based new design ideas for social innovation. Typical cases are then discussed to summarize the characteristics of trust-based design of rural public services and construct a trust building model in design of rural public services, so as to comprehensively improve the quality in design collaboration and experience of rural public services, and satisfy needs of multiple stakeholder. Based on the guiding significance of trust building for rural public services and the analysis results of rural public services cases and the three models of trust building, three corresponding service design ideas are proposed, which can instruct providers on how to improve and enhance their service experience, and guide future research on related filed of design of rural public services and social innovation as a reference. Excavating and summarizing this design thinking may provide a new sociological thinking for the sustainable development of organizations, communities, and projects in the design of rural public services.
