Under the all-age-friendly view, the community service facilities represented by the community neighborhood center need to meet the diverse needs of all ages, and help build a harmonious community. Therefore, the work aims to explore the innovative design of the community neighborhood center based on service design methods. This research was divided into four stages of design studies:empathetic thinking, needs definition, creative idea, and prototype realization. By using tools such as empathy maps and user portraits to explore the cognition and participation of users at different age levels in community services, lead users were identified. The KJ method was used to summarize the need indicators, the KANO model was used to calculate the weight of user needs, and core needs such as intergenerational interaction and mutual sharing were proposed. With the establishment of "need consensus" and the use of "lead users" as the principle, design ideas for the community neighborhood center based on shared flower planting were proposed. The design prototype was explained from four levels:service process design, online APP design, physical flower room design, and theme activity design. The methodological path and design practice exploration of this research have fully verified the innovative value of service design thinking and methods in dealing with major and complex problems such as the creation of all-age-friendly communities. Meanwhile, it provides a brand-new solution based on "scene creation" and "service innovation" for the creation of urban community neighborhood centers.
