Evaluation of Antenatal Care Service Design Based on AHP-TOPSIS

Abstract

The work aims to attempt to select the most suitable service solution in a more scientific manner to address the issues of subjectivity and lack of standardized evaluation in antenatal care service design. The Fishbone Diagram method was utilized to analyze and determine the factors and their hierarchical relationships. The Analytic Hierarchy Process (AHP) was applied to evaluate the service convenience, safety, economy, environment, and information communication across five criteria layers, which were further subdivided into nineteen sub-criteria indicators. Through hierarchical analysis, the weights and priorities of each indicator were calculated. Subsequently, the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) was used to conduct a comprehensive evaluation on three antenatal care service design solutions, calculate the closeness of each plan to the ideal solution and thus identify the optimal service solution. The combination of AHP and TOPSIS qualitative and quantitative analysis methods not only provides a scientific basis for the optimization of antenatal care services but also enhances satisfaction with these services. Additionally, it offers practical guidance and decision support for healthcare institutions and policymakers.
