摘要

目的基于服务设计视角,通过多元主体价值共创构建城市退休老人再就业服务系统方案。方法基于文献研究与实地调研,围绕再就业活动动机及偏好提炼四类代表性群体画像。同时,立足于国内再就业服务生态,分析退休老人再就业利益相关者的角色属性与开发空间。最终运用供需映射图、服务系统图,以及服务蓝图进行城市退休老人再就业服务系统的设计构建与可视化呈现。结果提出“以用老为路径·养老为目标”的城市退休老人再就业创新模式,按照“非营利型组织与价值驱动型老人”“社区自组织与家庭抚育型老人”等分型匹配路径进行再就业服务匹配,最终构建城市退休老人再就业服务平台并以此承载能力准备、偏好匹配及个性化合作补充保障的全链路服务支持。结论服务设计思维与方法在应对复杂养老服务供给方面,具有平衡多元主体利益、协调社会价值与商业价值、实现服务理性创新的重要优势。

Abstract

The work aims to develop a service system for urban retired elderly re-employment through multi-stakeholder value co-creation from a service design perspective. Firstly, based on literature review and field research, four representative profiles of re-employment participants were clustered through analysis of their motivations and preferences. Simultaneously, the role attributes and development potential of key stakeholders within China's re-employment service ecosystem were analyzed. Finally, tools such as supply and demand mapping graphs, service system diagrams and service blueprints were adopted to design, construct, and visually present the service system for urban retired elderly re-employment. At the service objective level, this study proposed an innovative urban retired elderly re-employment model based on the "engagement-as-pathway, support-as-goal" principle. At the service pathway level, a re-employment matching framework facilitating partnerships between stakeholders such as "non-profits and value-driven elders", and "community groups and family-supporting elders" was constructed. At the service medium level, an urban re-employment platform for the retired elderly was developed, which would carry the full-chain service support of capacity preparation, preference matching and personalized cooperation supplementary safeguarding. Service design thinking and methods have significant advantages in balancing the interests of multiple subjects, coordinating social and commercial values, and achieving rational innovation in services when dealing with the supply of complex elderly care services.
